This has been going on for a long time and is now getting mainstream attention. 60 minutes did a least two segments on this, and there’s a lot of reporting on it going back to the 2000s. It’s a technology developed during the Cold War by both the US (used on experiments on Puerto Rican political prisoners) and USSR, which the russians turned into a forward-facing weapon, possibly selling it to China, though I’m less informed on that side of things.

Point is, it’s part of a cold war tuned back burner hot (in the West’s mind) since Putin consolidated power.

This happened shortly after trump was „elected.“ The us then proceeded to undo everything obama had accomplished improving relations w/ cuba. It seemed like a gift to russia (to me).
