Ukraine has served as a reality check on what it means to not have nuclear weapons. They gave theirs away in exchange for guarantees, and those guarantees were forgotten.

Everyone is talking about Ukraine being what’s trigged this, and to an extent they’re right, but I’d argue that the stage for shredding the idea of nuclear disarmament was set when the US invaded Iraq, followed by what happened when Gaddafi didn’t have nukes in Libya. Every country with a sense of self-preservation and a known enemy will be thinking about this going forward, particularly if they border Russia. However the current Ukraine conflict ends, I can absolutely see Ukraine getting a nuclear deterrent down the road. Eastern Europe knows Russia quite well.
North Korea of all countries is smart enough to understand this, which is why they will never give up their nuclear weapons (though ironically one could argue that, given the devastation they’d rain on Seoul in the event of a regime change by force, they were the one nuclear armed country that never needed to worry about being invaded preemptively).

The submarine base in Scotland is a major diplomatic issue. Scotland has a majority against nuclear power and nuclear weapons, but between Scotland and Greenland is the corridor where Russian submarines pass to reach the Atlantic Ocean, and the East coast of the USA.
Finland has a border with Russia and a history of being attacked by them. A US base would likely be welcome.
