Israel, as far as we can tell, is in the ‚may use first if the existence of the stat is threatened‘. It’s also the only policy that makes sense from the ones listed – a policy of nuclear ambiguity only works with nukes as a last resort because using them as anything more than a last resort means not hiding form for as long as you can.
This is also what’s just on paper. Once a war starts military doctrines can easily change – there’s a good chance China and Russia would use nukes if there was an effective enough conventional attack on their nuclear capabilities.
And countries like Russia, China, and North Korea especially aren’t even remotely transparent – there’s a lot none of us will know – what’s written down may not be official policy.

I’m not sure why people think France and the USA/UK have different policies. NATO as a whole has a first-strike policy. France does too.
