It’s ALWAYS about the reporting and paper work folks. it’s why crime stats and other stuff is seemingly so low in Japan (while it is overall safer yes, it ain’t as low as it appears). Cops push back because they don’t wanna go through with a full report so things look low.

Just a story I heard about the elementary school near my JHS but 3 5th grade boys beat a 4th grade boy in the park with sticks or bats. The 6th graders are called chinpira and have dyed blonde hair.
The JHS teachers are not excited for them.
