Most states get the majority of their revenue from income taxes or property taxes. There seems to be a preference in this map for states with high income taxes and low property taxes.

This wholly depends upon which taxes they are referring to. If they are including property taxes, than these are inherently always going to be more regressive than income taxes. As such, any state with low or without state income taxes is going to appear to be more regressive. You can combat this by having high income taxes. See California.

PA has a flat income tax rate of 3.07%. There are some deductions for low income taxpayers, but the flat rate is probably why it is considered regressive.
PA also has a sales tax, but exempts groceries and clothing from the tax.

I wonder how this accounts for many states having their income tax but no local, or only a few towns, vs. Ohio’s having local taxes all over.
Looks like no gasoline taxes, which like it or not are a necessity in most places.

Anyone that says California is not regressive is seriously low IQ. They have one of the highest sales taxes in the country. The tax structure for the poor is more punitive in California than it is in Florida which has no income tax.

If a state does not tax income, it is a regressive tax state.
i’m surprised NY and CA are considered to not be regressive.
