Because of the low productivity due to Japanese mentality that they don’t wanna change
Is it that reform is necessary but impossible to carry out, so they just keep doing things the same way as before? Or are there certain groups who simply don’t want to give up their own benefits?

Japanese and German work cultures are totally different. There’s so many times I’ve seen a Japanese manager asking all his team members to attend a face to face meeting when it really could just been an email.
Well, one of reason is the yen crashing against USD which is the currency used by GDP. Weak yen that is encouraged by Takaichi, even though it’s messing the life of Japanese citizens
The short answer is that gdp is being measured in usd, and the yen hasn’t done well vs the dollar, lately, while the euro has done better. If you measured Japan’s economy in yen, it’s grown fairly well the last few years.
The long answer is both population growth and innovation. Germany has more of both.

They are more productive because they are happier and more creative at work. Japanese are underpaid depressed and stressed out and have no say in how they do their jobs. Japanese business will never change so the decline will only worsen.
She did get her facts correct. Unfortunately, the conclusion is off the mark. She probably hasn’t worked in a Japanese company to comprehend why productivity is very low. Unfortunately, most Japanese politicians are ways off touch with reality.
The main reason is Japanese companies pay by the hour instead of by result. Not only to employees but also between companies. Thus, employees and other companies will just try to work long hours to get more pay. If they pay by results, they would try to finish it quickly as possible so they can go home quicker. Paying by the hour, also, makes them not to learn because there’s not incentive to learn and improve productivity.
I’ve found that I can replace the entire division by automating tasks and using AI. It’s possible to offer service 24 hours 365 days a week instead of 9 to 6 on business days. It’s will even resolve problem in shorter time. I was actually able to get AI to resolve a problem in couple days that was left unresolved for several years.
Having more meetings and handing out money and gifts to get better evaluation from others isn’t helping either. Should base evaluation on the result instead of what they’ve done. Doing many things but not getting results isn’t good for the company and it’s also not good for the economy.
Putting more people and money into a project that’s delayed is just going to make it delay longer. GDP is going down not because of lack of investment but because money isn’t being used wisely.
