Pakistan has zero concern for killing the families of Taliban fighters and officials. They cant run to Iran or Pakistan, so they are stuck in country. With the US gone the money from China and Russia is gone too. Last with the cuts to USAID the Taliban is getting less international aid then Cuba. They know if Pakistan kills many of their seasoned fighters, there will be no one to crackdown on the angry starving population.

The Taliban is a governing body now and not just an insurgent group, they have to keep the trains running on time in addition to fighting the enemy
