      What countries do or don’t do has zero impact on him raising or lowering tariffs. That’s why they’re all making deals with each other instead of America.

    13. So the US increases tariffs in breach of trade agreements that it’s signed but if the other parties react to those breaches, he’ll penalize them? Why would anyone sign a deal with the US?

    15. How will he charge higher tariffs on a particular country given that that ability has been explicitly struck down by the supreme court.
