He studied anatomy university, which adds weight to your theory. However he was not in England in 1888 and 1889. And he painted Starry Night in June 1889, after all the murders had occurred. So he could well have been painting the murder locations, but that doesn’t mean he committed them.
The handwriting matches are of particular interest for sure!
Van gogh has a letter sent from his new home in Arles France sept 9th 1888, Annie Chapman was killed on the 8th
Painted before Alice McKenzie and the torso murder. The fact that he was living in France at the time is also a bit of a hitch.
