      Did he ever explain why he didn’t show up when he was summoned? Maybe he didn’t understand the whole diplomacy thing. Maybe he would understand persona non grata if it was explained to him in simple words.

      In any case it sounds like he has been summoned a second time to explain why he didn’t get it the first time.
