      Azerbaijan Democratic Republic’s universal suffrage wasn’t declared by Müsavat, but is the legacy of the Russian Provisional Government. Like its Parliament and government, its laws descend from radical reforms enacted in Russia by the new government after the February Revolution, when modern-day Azerbaijan was still part of Russia.
