      ARREST needs to be followed by CHARGES.

      Arrest allows the police to conduct a full investigation , carry out search and recover documents/ computers etc

      It will only be a full story if it leads to charges

      But note there was no invitation to be interviewed under caution, which is more common with these historical charges
