Did she have credit cards issued by a Canadian bank? If so I think she can force the issue in a Canadian court of law.
But Canada and Europe are in need of credit card issuers and processing which have no attachment whatsoever to America.
Swift is an international system. Other than transfers to an American bank any wires she sends should not have been challenged – that is just banking staff not knowing what they are doing.

The US isn’t a part of the ICC, the ICC itself is a joke. This doesn’t negate the fact that the world and countries need to stop relying on American firms for everything. Developing our own telecommunications, technology, and financial infrastructure isn’t a bad thing.
