I never quite understood why Pakistan is underdeveloped compared to India. They hold most of the Indus valley, have Karachi and Islamabad… being a port for cargo coming out from the persian gulf seemed to have been able to boost their income greatly.

This is outdated. [14 states](https://en.wikipedia.org/wiki/List_of_Mexican_states_by_Human_Development_Index?wprov=sfla1) in Mexico have an HDI over .800, and none below .710. I’m assuming a similar case for other countries on the map.
