That’s probably because the war looks more like a stalemate than a situation where Ukraine is about to collapse.
Not to mention it would be unconstitutional. But Trump seems to think Zelensky is the king of Ukraine who can make unilateral decisions.

Not even joking, Zelensky would probably be shot and/or coup’d by the military if he genuinely tried to sue for peace or surrender Ukrainian territory voluntarily. Not only would it be against their constitution, but deeply unpopular with the people and soldiers.
