I feel like this is an instance where nationality information could provide some clarification. I know an American lawyer who dealt with a lot of matters involving a people who died in accidents and there was nobody to bring a claim and those were disproportionately immigrants.

Although he generally represented the insurance companies of the responsible parties, it was always jarring to him just how many people are alone in the world.

      Theory:

Homeless folks / drug users who have moved from one encampment to another when they get removed from certain cities or towns. Basically – getting further and further from anyone who would know who they were.

They already are displaced. Most have likely burnt their familial and social bridges through the addiction cycle.

With the sheer amount of homeless folks / encampments popping up all over Canada in places that don’t normally see such high numbers is surely playing a part.

Seem since Covid, around here, the numbers just increase daily.
