I know relations hit a rock bottom as Egypt pivoted towards Qatar and Turkey, that it has entered into some level of detente with Iran, the effects of the Gaza war on Egypt internal stability, plus Ethiopia concerns over Israel growing ties in certain areas with Ethiopia alarming Egypt, the Israeli-Egyptian tensions over the Rafah crossing, and the philadelphi corridor, and the plans for the Ben Gurion canal is seen in Egypt as hurting it economic lifeline of the suez canal
However Egypt presuing nukes? It seems fanciful and kind of out there, the united states wouldnt allow it, it would be seen as a security threat by shia Iran, as well as Ethiopia plus even Gulf states might think it a bad idea if that happens (Ie – considering Emirati, Bahrani, Kuwaiti, and Saudi Gulf memories of the arab spring and the Muslim Brotherhood brief chaotic unstable sectarian rule in Egypt)
I very much doubt Egypt would want nukes. I believe Egypt is more concerned about the unstable situations in Gaza, and Sudan and plus it concerns over the Ethiopian GERD, as well as it own economic survival and internal stability/security.
Turkey I would be more concerned about considering it blue homeland, pan-islamist and Neo-Ottoman ideologies and expansionism, and it the threat it would pose to greece, cyprus, Israel, Iran, Russia (their frenemies now but past Russo-Ottoman wars intertwined with the Byzantium orthodox battles with the muslims run deep in both countries memories) and so fourth, plus it would be Eordgan way of making sure the AKP hold onto power for a very long time.

Egypt is like the second largest recipient of United States‘ aid. It is highly unlikely that they would sabotage that arrangement for the sake of developing nuclear weapons. Sisi’s dictatorship is pretty reliant on foreign aid and diplomatic cover, I hardly remember any mainstream media coverage reports on the Rabaa Massacre.

I’m all for Turkey having nukes. France can’t be the only independent nuclear power in NATO. Turkey has a strategic location bordering the Middle East, Black Sea, and Russia, plus it already hosts US nukes at Incirlik under NATO sharing. Giving them their own deterrent would balance the alliance and counter threats like Iran.
