      Of course they can lock the billboard, but the question is if they can use it for party ads. I would recommend r/legaladvicegerman for the legal angle.    

      Personally, I would just get some „Nazis raus“ stickers and put them on the glass. Then enjoy a laminated DIN A4 boomer rage note in the staircase. And then put a sticker on that, too.

      What do you mean? Its their property why shouldn’t they be able to lock the billboard up?

      No. Your stairwell is a public space and your Hausverwaltung is not allowed to hijack it for partisan purposes.

      They are legally required to remain neutral.

      I assume that, as long as it’s not a state actor and the election advertising is limited to posters in the hallway (meaning, for example, no flyers in mailboxes), then it would probably be legal.

      For me, however, it would be grounds for termination if my landlord supported a far-right political party.
