    1. I’d love to see the Speaker become a role like the Parliamentary Budget Officer rather than an MP, held by someone who has never been a member of any political party, and a lot more of a hardass. They should be punishing repetition, “questions” that are just statements, and “answers” than don’t actually answer questions.

No, because most of the issues stem from the fundamental flaws in the Westminster system. The changes Chong and Hogan suggested would just be bandaids. These are issues we’re seeing in the UK, Australia, and New Zealand as well.

Parliament’s daily functions should not have to depend on uncodified standing orders that can be modified at-will by the sitting government.

Even though a lot of us acknowledge there’s a need to update how our government works, Canadians have a very “Can’t fix the hole in the roof” attitude about our constitution and system of government: When it’s sunny out, there’s no need to fix the hole in the roof because it’s not raining, and we could spend our time don’t something better. But when it’s raining, it’s too wet outside to go fix the hole in the roof.
