Yea well it’s the best jet and there’s no competitor who can match it. Plus it has Canadian parts so I don’t see the issue.
The rumors two weeks ago were a mixed fleet, half by value:

So this is still in line with that.

We may hear more about domestic production of the Gripen half of that fleet with the strategy announcement.
We already knew we had committed to 30 of them with the 58 remaining to be 88. Its a misleading article we didnt quietly put down more money as we already agreed for the 30.
It is probably realistic and low risk to place funding for long lead items to mitigate schedule risks. Orders can probably be diverted to spares to support the delivered fleet if the purchase options are not fully exercised
F35 is an overkill for the needs of Canada.
Like giving a Ferrari to a security guard for hourly patrols around a factory. Instead of giving 3 other reasonable vehicles to 3 guards and having their own repair center too.
