The term „terrorism“ used to have a more specific meaning — a group of non-state types trying to overthrow an established government or „liberate“ some ethnic group or class using tactics like kidnapping, taking hostages, sabotage, and assassinations. It was what very weak rebellious movements did, a step below guerilla warfare in intensity.
Now it seems that it means „any political violence I do not like.“ As a term, it really has little objective meaning at this point, which is a shame, because it was a useful term back i the day…

Terrorism is a label used on non state actors. IRGC is part of the Iranian government.
All this does is water down the definition, and give opposing countries‘ leaders ability to perform strikes without due process.
I’m guessing with the US classifying them recently and the carriers being there, that a strike will happen without congress approval.
