He hasn’t “had the authority” to do most of his nonsense but no one stops him.
Of course he doesn’t have the authority but he thinks he does and there isn’t an adult in the room to stop him.

He’s a criminal and an extortion pro, in it for money. Everything he does is about being paid. He’s targeting these planes because of who owns them. They pay, he magically ‘certifies’ them. Regardless on if he can or not. That’s his whole angle. Always has been.
