the reality is this is a leverage fight over appropriations mechanics not some sudden moral awakening, senate dems are using the must-pass nature of a funding package to impose constraints on ice scope and spend because once that money is in baseline it’s basically technical debt for enforcement policy, it just rolls forward forever. people act like this is chaos but it’s actually one of the few points where congress can meaningfully intervene in the immigration enforcement stack, and yeah it’s ugly, but so is pretending unlimited detention and contracts are some neutral line item instead of a long term commitment with zero accountability.
