*Submission Statement:* China’s space strategy is targeting countries in the Global South, particularly those in emerging markets that lack access to affordable space infrastructure. Similar to its 5G rollout, China is offering low-cost, integrated space services, such as satellites, launch capabilities and technical training. By focusing on countries in Africa, Latin America, and Southeast Asia, China is reinforcing its geopolitical foothold and positioning itself as a dominant player in regions where the U.S. and its allies are less engaged. Additionally, many space technologies are inherently suited for dual-use roles, and key players in China’s overseas space projects are primarily state-owned defense firms that coordinate with the PLA. For example, ground stations that downlink data can likewise be used to track foreign satellites and feed into broader space surveillance networks.
To counter China abroad, the U.S. could deepen its space cooperation with these regions, expanding its efforts in Africa, Latin America, and other developing areas. By revitalizing programs like SERVIR, offering financing options, and providing discounted launch services, the U.S. can rebuild influence and reduce the long-term strategic dependencies these countries might develop with China. Expanding commercial and technical partnerships with the Global South is key for the U.S. to maintain its leadership in space and compete with China’s growing presence.
