Anyone knows why Luxembourg and Seychelles have strong passports?

How is Ireland not in this? They have good access to the English speaking world, the UK in particular, and the EU and all the collective benefits that come with it. I’m Scottish and everyone I know who has an Irish grandparent has got an Irish passport since Brexit. Ours is terrible compared to what it used to be.
Why is Seychelles so strong? Do they have reciprocity agreements with the EU and UK? Why aren’t other „middle income“.African countries having stronger passports? Do those governments nor negotiate for better travel access for their populations?

I would argue that the Irish passport is stronger than those listed.
Not only do you get visa-free access to almost 190 countries (including all those in the EEA), you also have visa-free access to the UK.
Denmark, Sweden, Luxembourg, Spain, OR Switzerland don’t have that.

I’d love to see a „weakest passport“ counterpart map, as well as a „median passport strength per continent“ one.

Define strongest… Ye, some will give you access to more countries visa free. But which one is most likely to help you if you need the embassy to get involved.

New Zealand stronger than Australia?
UK passport seriously weakened thanks to Brexit…
For those who are into [lists](https://www.henleyglobal.com/passport-power) and not maps.
