Tear gas/pepper spray have their place and use, but it’s supposed to be dispersed before it’s on people, not applied directly to the sensitive areas of the body (eyes/mucous membranes/etc.) It’s only a matter of time before someone dies from a reaction to having this stuff put directly on their face.
