I hate that they were plunged into this brutal cold weather in Kyiv trying to sleep cold and no electricity.

It’s unclear what this steam is. It’s possible that the heating pipes have burst and hot water is steaming up and flooding the apartments. We need to figure it out.

I hope it does not come from the central heating because in that case, it means that it is dumping energy outside. I think it is the sun evaporating the topmost layer after shining for a few hours. I have seen something similar happen.
I’m wondering: don’t they have central heating in the buildings? Do they have long-distancd heating?
