Why are we supposed to be looking at contrails?

I try not to. I get so mad every time. 

If I catch a rare clear sky I get so sad because I know if I check in an hour it’s going to have lines.
 I also know that the next day is going to be so overcast and shitty when it was supposed to be nice weather.

In this government paper it states about using weather modification to alter weather. Create rain like was done in Vietnam, or cloud cover like in Croatia. It also states that manipulating the weather to increase the Great Plains growing ability. „Move Saskatchewan’s weather south“.

Where is this?

Florida and Tennessee have banned the use of weather modification and chemical spraying in the air (although is still happens daily). So I am confused by what the confusion is about this being a conspiracy. Many states are headed in the same direction as well, at least on paper, not action.
