      Of course. Like any sane country/leader will decline this farce. If there will be a board, it will be probably consisted of the following countries:

      Saudi-Arabia, Russia, North Korea, Belarus (if they have the money), Qatar (I mean they just can recycle the other Trump money anyway), Israel?, Argentina (if they have the money) and Venezuela (since Trump is now the president of it anyway)
