Interesting exchange in the comments. A vietnamese technical trainee talks about how hard they worked to study Japanese and fit in, and says not just any old foreigner should be allowed in the country, just the „good“ ones (like them):

>“Through a friend’s introduction to a recruitment agency, I enrolled in a Japanese language school in Vietnam. After studying Japanese for about six months, I came to Japan as a technical intern trainee in 2016.“ It would be good to implement this policy thoroughly. For employment purposes, only those who have studied Japanese culture and customs and language in their home countries and achieved a certain level of proficiency should be allowed to enter the country. Foreigners like the one described in this article are welcome. Hiring foreigners simply because they can be used cheaply is a discriminatory and unethical approach. It is the employer’s ethics, such as the one described in this article, that should be questioned: hiring motivated and capable individuals regardless of nationality. A company that ignores labor laws and has to work for minimum wage or less is already financially doomed. It would be clearly wrong to prolong the life of such a company by filling gaps with low-quality foreigners who can’t even speak basic Japanese and have no desire to learn it.
But of course a Japanese commenter replies to them to let them know that’s not on:

>Some say, „Foreigners who follow Japan’s rules are welcome,“ but this is too idealistic. Japanese unemployment will increase. Japanese wages will never increase. Serious infectious diseases will also be brought in. Developing countries have high fertility rates, so once immigration is allowed, the number will increase explosively. Voting rights will have to be granted, and Japan will no longer be for the Japanese. By that time, even well-behaved immigrants will no longer have to consider following Japan’s rules. Many developing countries are prone to internal conflict, and this will be brought into the country. Accepting immigrants from multiple countries could lead to the outbreak of ethnic conflict in Japan. Religious issues are also more deeply rooted than Japanese people imagine. The quality of various industries that were previously run by hardworking Japanese people will decline, and the brand image of Japanese companies will also decline. Huge funds will be needed to reform social systems and develop infrastructure to accommodate foreigners. Social security costs will also increase. Other new problems that we cannot imagine at this point will also arise. Once you set your sights on immigration, there is no turning back. Promoting employment for unemployed Japanese citizens is far more realistic.
This is how it goes. „Pick me“ foreigners that work hard to be accepted aren’t going to be spared if the public goes xenophobic.
