Probably still not at a level or rate of Russian attacks on Ukraine’s energy infrastructure. But now Russia must show how fast and how much they can repair. Ukraine has Europe. Europe is generous and has more than one big incentive to keep Ukraine alive. It’s also where a lot of the energy infrastructure was manufactured (probably, idk). Russia on the other hand has an economy fully occupied with arming the Russian forces – and China. China likes money. And the manufacturers there have a bit of a habit in manufacturing janky machinery with the buttons fitted the wrong way around because nobody in the whole company knows what a щ is.

Getting their own „treatment“
Not sure there is a Hydro plant at Novocherkassk but there is a very large coal fired Thermal Plant ( [TPS](https://www.google.com/maps/place/47°23'59.3%22N+40°13'57.5%22E) ) nearby which somewhat matches the vid.
Oh no, anyway, there are large fires to gather round now, head to a local depot, and take a tent.
