CCP central committe is a club for high level CCP officials, they are most powerful people in China. But it is not the parliament of China or CCP.
The meaning of this map indicates is not over or under representation of political power among provinces but people from which provinces had brighter career being civil servants in past decades. I think the reasons cause this includes:
– South economy is better than North, more people there choose to make money in business.
– North people speak better Mandarin, which is critical in promotion.
– There are more national companies in the North, their leaders are also high level officials.
– Minority regions have special positions reserved for minorities.
Parliament seats distribution in China is a bit more just, but yes it has no power.

很多省份在中央无人都可以理解,要么是脑后生反骨比如广东,要么是前朝龙脉过气了如安徽,要么是有不堪回首的往事如湖南,但是四川为什么这么不招中央待见确实是千古奇观。曾几何时四川饿死那么多人就为了北京人能吃饱,现在不仅没好报,甚至是全国独一份的中央委员洼地,匪夷所思。四川人挖共产党祖坟了?
