They won’t solve the birth rate issue without first solving the Tokyo problem. The birth rate in Hiroshima prefecture is 1.3, 30 percent higher than Tokyo(though obviously still quite low). Hiroshima isn’t the only place this is happening, a lot of middle sized cities like Kagoshima and Tokushima are now emptying out
