I wouldn’t call this a decline if they are capable of launching trains like this despite the alleged difficulties.
In 2023, you could maybe explain that this was a project almost ready for launch anyway. But in 2025, it looks like they are able to get the tech from somewhere.

IDK, a while ago there was noise about a shortage of ball hearings causing the collapse of the rail system, yet that seems to have vanished.
In the USA we saw the post Wwii collapse if Eastern railroads and the creation of Consolidated Railroads (Conrail) (and also Amtrak) as a government prop to keep them operating.
These things can drag on for years.
But, one can hope.

If Russian Railways dies, the Russian Federation collapses. They’ll be the last thing to go.
