They need to solve the Tokyo problem now, there is no reason that the population should be this concentrated in Tokyo, distribute economic opportunities much more evenly among the rest of the countries and your birth rate will increase(not to replacement levels, but above now to be sure) and these kinds of structural problems will also be abated.
