Honestly this isn’t surprising. The Japanese education system applies the same learning style to language learning as it does to math or science. Sit there and memorize for perfection, mistakes are not acceptable, like the article mentions. This is how they teach Japanese too at many of the language schools and it turns language learning into how good of a teacher you are, not your teacher.
It’s wild how Japan has perfected a system where English is admired, displayed everywhere, and carefully never used. The more English fills signs and schedules, the easier it is to pretend it’s been dealt with, which conveniently removes any need to touch it. “I can’t speak English” is like social fluency. I’ve been here forever. The people are great, but they don’t actually talk much; they announce, confirm, and react.
They don’t need English so why bother. It’s more important to follow the latest idol, band or just go to host clubs, English is not needed for those.

More than school system, I blame the National identity perpetuated in media that Japanese don’t (shouldn’t?) speak English and this is acceptable and even the norm. Famous personalities ham it up when made to speak English and everyone doubles down on exaggerating broken English even with basic greetings. Japanese will never be good at English unless this idea is turned on its head and that what it means to be Japanese also includes notion of competent second language ability
