The article doesn’t mention any strings attached, so what stops these companies from taking the money and still leaving? The government isn’t even clear on how they’re calculating ROI, and under what timeframe. Meaning there won’t be any way to officially document whether this money was well-spent or not. This move seems like political theatre.
