Am I understanding it correctly that they can do the preparation for Ukraine joining without fear of the veto, but actually joining would still be subject to a member states veto?

Obviously it will take years to run potential members through the various clusters, so who knows, maybe Hungary will have rid themselves of Orban by then. But the issue remains that he is far from the only Russian sympathiser in power in the EU. Babis, Fico, De Wever etc.

If Ukraines admission is predicated on the EU having no Russian lackeys in power, it could be a long wait.
