The plane was being retired, the last one was destined for a museum. The plane is no big loss but hopefully the flight crew were Russian military and of some value.

These were produced in 1963-75 – so this was at least 50 years old – possibly 60+. Just the fact they were even trying to get it operational is an indication of the state or Russian aviation.
