    1. Are Frauenhäuser in financial difficulties?
I am not very aware of the details so just curious

    2. Thanks for sharing. Not a topic I am knowledgeable on, so took a bit of time to educate myself.

The form mentioned the Istanbul Convention. Latest assessment from 2022 indeed highlights areas where we could improve. * **No unified national concept and strategy** on violence against women and domestic violence; implementation and definitions vary by canton. [Council of Europe+1](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **Insufficient, unstable funding** for specialised NGOs and support services, leading to **unequal access to shelters and assistance** across the country. [Council of Europe](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **Legal gaps**, in particular a rape definition not fully based on “absence of freely given consent”, and weaknesses on psychological violence, stalking, sexual harassment and FGM. [Council of Europe](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **No nationwide 24/7 specialised helpline** and **insufficient rape/sexual-violence crisis centres** meeting Istanbul-level standards. [Council of Europe](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **Fragmented data and weak monitoring**, especially in the justice sector, making it hard to assess effectiveness of prosecutions and protection orders. [Council of Europe](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **Inconsistent risk assessment and child protection** in domestic-violence cases, and **insufficient protection for migrant/asylum-seeking women**. [Council of Europe](https://rm.coe.int/grevio-inf-2022-27-eng-final-draft-report-on-switzerland-publication/1680a8fc73)
      * **Treaty reservations** limiting Switzerland’s obligations on extraterritorial jurisdiction and certain offences (sexual violence against adults, forced abortion/sterilisation, some minor offences, and residence-status protection).

    3. How would that money have been spent? Combating violence against women is a noble cause but doesn’t tell much about their concrete plans. Protecting individuals from violence is usually the police’s job, which in this country is a cantonal matter. I’m not sure the federal level is where you can really improve things on that matter.
