He can string Canada and Mexico along all he wants but the global markets and the lenders will expect that he formalize his arrangements with his two largest trading partners.
And the thing is the longer he delays, the more opportunities Canada and Mexico will take to diversify their trade partnerships and reduce their reliance on the US.

The great negotiator once again unhappy about a deal he made. He does nothing but hurt his own country with constant threats and uncertainty.

We will just have to wait to see what his mood is like tomorrow or next week as he has no plan and only governs on emotion and whim.
