If you are in the country without a visa, that’s the crime. You just haven’t been convicted yet. I hope they are convicted with proof and then deported with a criminal record in case they return in the future.

It was just a simple misunderstanding. The murderers, rapists, and gang members were the ICE recruits rather than the targets of the operation.
It would be helpful to have the rest of the context. Ice isn’t rounding up criminals. They’re rounding up people who don’t have the right paperwork to be in the country. Of course they are saying many of them are criminals, but the headline here implies that they’re rounding up innocent people when the whole point is addressing people who have not gone through due to process and are not supposed to be in the country.
No criminal record doesn’t mean that someone’s not here illegally. This is a very important point.
