I’m really curious to what Carney thought was going to happen here.

A bitumen pipeline is unpopular throughout most of Canada, with only real support in provinces that would never vote Liberal regardless. Potentially ending the oil tanker ban is even more unpopular.

Personally, I very much believe this pipeline won’t get private sector support, won’t get built, and that Carney knows this. I truly believe this is Carney turning to Smith and saying “alright, do it then. Stop whining and build your pipeline. Good luck.” However, regardless of the end result, this is going to hurt his poll numbers in the rest of Canada, while gaining him very little in Alberta.
