The borders on Google Maps aren’t accurate or verified. Likely what happened here is the dotted line was based on a plot of the river bank, but the photo is from a a different time (like, now” when the riverbank doesn’t match the old maps anymore.

Is it possible that there’s a big hill/elevation change here that distorts the line on google maps?
A river changes course but the state line does not. It’s the river asserting its dominance.
There’s no land boundary between Ohio and WVA.
