Ich hatte mit einer kompletten Schließung der Bahnlinie gerechnet, da es einen dreitägigen Streik gibt, aber es sieht so aus, als ob immer noch einige Züge fahrplanmäßig sind.
Können diese zuverlässig sein? Es ist mir egal, ob sie sich verspäten, ich möchte nur nicht, dass sie nicht erscheinen

Indeed almost all Charleroi – Brussels – Antwerp IC trains are planned to be running tomorrow. There could still be last minute cancellations (as always) but otherwise you should be good.
Reliable? No, but there should be trains. There are always some trains.
Since a few years ago public transport is forced by the governement to provide a minimum of service on the day they strike as to not hold hostage potential travellers.
95% of the scheduled trains on a strike will ride, from experience.
I suppose same as any other day. Just with fewer trains to begin with.
