It reads to me that China is seeking an excuse to militarily punish Japan—which, sadly, there is such one, as it still exists within the United Nations: a clause from the post-WWII era.
So based on this clause, if Japan expresses intent to intervene in the civil war between China and Taiwan, since China and Taiwan constitute one China in the united nations, then Japan’s involvement be equivalent to invading China, thereby allowing China to attack Japan directly.

A civil war requires one country with two sides fighting. China invading Taiwan is one country invading another. North Korea also claimed South Korea was part of the same country When North Korea invaded the South.
“We are liberating our territory from an illegitimate regime.” Sound familiar?
China uses almost the exact same narrative about Taiwan. “Taiwan is a domestic issue; we are reunifying the motherland.”
The United Nations did not treat NK’s invasion as a “civil war.”
