99% af Americans are not literate, goind to mid-school or being home schooled doesn´t count as being literate, especially when many don´t know what literate means.

Iran’s literacy rates increased 15% every decade from the 1950s when the Pahlavi regime started huge educational reforms, to the early 1980s, when the Islamic regime got rid of them. Literacy rate has stagnated in the upper 80s% for several decades now. Educational spending in Iran was never higher than it was during the Pahlavi era.

Literacy is difficult to show because you can literally extinguish illiteracy for youth but your literacy rate will be very low for a long time.
Also, I’m sorry but in no way I believe that Europe and specially the US have over 99% literacy rates. Amongst the born in the country, yes, I can see a case being made, but those countries have huge immigrant rates that come from countries with low literacy rates.

Does this account for definition of literacy for each country, many countries have different definitions of literacy some more stricter than others
