This article does not paint Carney in a good light at all.
In fact he seems to not even regard the opposition parties as needed partners for his government. Seems like a take it or leave it type of government that is going on.
I think Carney and the Liberals knew that the opposition were facing a catch-22 over the budget. If an election was called over the budget, the opposition would likely have been blamed for it, giving the Liberals an easy majority. Likewise, if the opposition abstains or fails to bring down the budget, the Liberals still win since they get their budget passed. The opposition basically had to gauge if an election was worth it or not, and to no one’s surprise everyone besides the BQ decided it wasn’t. (Poilievre risks near certain electoral defeat and resignation as CPC leader while the NDP is in no position to go into an election without a leader, a campaign pitch or a war-chest/campaign funds)
This strategy will only work in the short term though.
If it took a squeaker to get it through this early in the term I don’t this minority gov lasting long. Opposition won’t abstain next year imo.
I’m surprised they’re so heavy handed with a budget that seems to barely move the needle for the concerns of the majority of Canadians. If you know you’re in such an advantageous position, why not move for more sweeping reforms?
