I find it hard to believe this is counting blood feuds in the Hejaz or in Albania let alone places in Iraq.
I would assume these areas were governed more by local custom than Ottoman law so no one is gonna be reported to the authorities.

The area of Trabzon was full of Greek , Armenian and Turkish bandits so its not a suprise

In his book *Şemdinli Röportajı*, Muzaffer İlhan Erdost interviews people from Hakkari and Şemdinli in 1963. The people tell him that when someone kills someone else, instead of going to the gendarmerie, they send a man to Iraq to the chief of the Barzan tribe and ask him how they should proceed. They say that going to the Turkish state would mean the whole village has to appear in court several times, but there are no proper roads, no money, and many of them say they have never even seen a Turkish lira in their life.
