The maps show the national HDI throughout Africa. It´s equally weighted between Health, Education and Income. Education is further split between the expected and mean amounts of schooling years per Country.
The two maps showing schooling years can diverge a lot if a country has recently increased its educational capacities so that younger generations are expected to go to school/university longer than older generations did.
